Les Terrasses de la Chaudière (LTDLC) is one of the largest federal office complexes in the National Capital Region (NCR).

Composed of several interconnected office towers with a retail concourse, LTDLC houses over 6,500 federal employees across 1 Promenade du Portage, 10 Wellington Street, and 15 and 25 Eddy Street.

Built between 1976 and 1978, LTDLC was purchased by Public Services and Procurement Canada (PSPC) in 2013. Since then, it has become the headquarters for many federal agencies, including Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC), the Canadian Radio-television and Telecommunications Commission (CRTC), the Department of Canadian Heritage, and the Canadian Transportation Agency (CTA).

Over time, it became evident that LTDLC’s brick façade required replacement.

Project Goals

The LTDLC Envelope Replacement Project (ERP) began in 2018 and was carried out in parallel with the GCworkplace Interior Fit-up and Modernization initiative.

The ERP involves removing and replacing the aging brick façade, upgrading entrances, and repairing the below-grade envelope. This initiative required close coordination with the GCworkplace Interior Fit-up team to arrange temporary swing spaces for tenants affected by construction.

Project goals include:

  • Replacing the building envelope
  • Sustainability upgrades, including the installation of a high-performance curtain wall
  • Accessibility improvements to key entrances

Tiree’s Role

Tiree is supporting PSPC through the provision of Real Property Advisory and Project Management services, applying a multidisciplinary and integrated approach to planning, coordination, and risk management.

Due to the complexity of concurrent projects, PSPC, with Tiree’s support, closely managed the ERP timeline to protect the integrity of the broader program objectives and budget.

Project Outcomes

Les Terrasses de la Chaudière Complex is expected to be completed in 2027, providing federal employees, tenants, visitors, and the public with a safe, modern environment for work and community use.

Upgrades to the exterior of 1 Promenade du Portage, 10 Wellington Street, and 15 and 25 Eddy Street will improve thermal performance and energy efficiency, supporting the Government’s net-zero targets.

This project reflects the Government of Canada’s continued investment in modernizing public sector workplaces—enhancing the efficiency, accessibility, and quality of services Canadians rely on.
